Independent Development Finance expert (Previously Director International Finance FCDO)

Rachel Turner CBE joined the IFFIm Board of Directors on 1 July 2024. She has had a long career as a senior development finance and public policy professional. Rachel is currently independent after having retired in August 2023 from a long career in the UK Department for International Development and the Foreign, Commonwealth and Development Office (FCDO). 

Rachel is an economist by training and throughout her career worked in a wide range of roles shaping multilateral strategy and delivering bilateral aid. Her work has covered humanitarian, human development, private sector and capital market programmes, including in the most fragile contexts. 

She has a deep understanding of the multilateral system – including the global health funds. Rachel has lived and worked in Africa, led the UK development programme in Mozambique and was Director for East Africa for several years.  Most recently Rachel was the Director for International Finance in the  FCDO where she was responsible for UK policy and financing for the World Bank, Regional Development Banks, debt, green capital markets, disaster risk financing and international taxation. Rachel has been closely involved in designing and delivering innovative financial instruments and was closely involved with the original design and development of IFFIm.
