On 3 October 2023, the Gavi Secretariat and IFFIm Board convened an annual IFFIm donors' meeting to update donors on IFFIm strategy and operations, review the progress of the IFFIm Contingent Financing Mechanism and discuss strategic considerations and next steps.

The IFFIm Board and Gavi updated donors on IFFIm’s support to Gavi’s core, COVAX and CEPI programmes and its readiness to further support Gavi's market-shaping transactions through an IFFIm-backed Guarantee Facility.

The participants also discussed IFFIm’s upcoming role in Gavi 6.0 replenishment and IFFIm’s role. Replenishment is the process by which donors, implementing countries, CSOs, vaccine manufacturers and other partners come together to mobilise the resources needed to support Gavi’s next five-year immunisation strategy, 2026-2030.

Speakers highlighted Gavi's role in the global pandemic prevention, preparedness, and response (PPPR) ecosystem and its Day Zero Financing Facility and reported on progress on the IFFIm Contingent Finance Mechanism (CFM) as part of the Day Zero Financing Facility (DZF) and recent donor feedback. Donors expressed support for the CFM, endorsing its ongoing development and encouraging continued collaboration to ensure alignment on strategic considerations as well as technical ones, such as operational and budgetary requirements.

As next steps, it was agreed that the Gavi and IFFIm Board will continue to work with donors and the World Bank to refine the technical and strategic details of the CFM and to define IFFIm’s role in the Gavi 6.0 replenishment.
